The Promise of Public Charter Schools: Expanding Quality Education for All

Civil Rights issues continue to be at the fore in public education. Advocates promote charter schools as part of a civil rights agenda to improve educational opportunities, especially in communities of color. Yet charter school critics often seek to organize those same communities to oppose charter schools. Are authorizers and charter schools doing what needs to be done to meet the nation’s challenge of providing a quality education for all? Does local, state and federal policy support this goal?
